Rev. Carr walked away from her law firm's partnership in response to the call of God to serve as the Administrative Chaplain of the Maryland Correctional Institution for Women, Jessup, Maryland where she ministered full-time for nearly 22 years. Her innovative ministry led to a full-fledged church developed inside of the prison walls with banner, dance, drama, mime, music and youth ministries which were highly celebrated by many who visited the worship services.

God continues to use Rev. Carr to reach the lost and encourage the His saints throughout the world through her daily 3:16 pm Prayer line and the WhosoeverBelieves.org platform. She now serves on the staff of First Baptist Church of Glenarden, Landover, Maryland under the leadership of Pastor John K. Jenkins, Sr. as an Associate Pastor.
